The Advisory Council of STRC
The Advisory Council composed of 5 leading tax professionals. The advisory council provides strategic guidance to STRC. The advisory council consists of persons who are not only distinguished in their specializations but have also shown an interest in the development of tax.
The following are the members of the Advisory Council:
Gabriel is the Group Head of Public Policy at East African Breweries. His mandate includes inter alia advocacy for fair tax and trade policies in Kenya, Uganda and Tanzania. Gabriel holds an MBA and a Bachelor of Commerce form the University of Nairobi.
He has exposure in tax and trade policies having worked for over 16 years with the KRA where he served as a Senior Deputy Commissioner. Gabriel was instrumental in the tax harmonization efforts in the East African Community where he worked as a customs advisor. Gabriel sits on the Tax Appeals Tribunal and has authored a tax book.
Clive is a Tax Director at KPMG East Africa. He holds an Msc in Finance as well as a BA Economics both from the University of Nairobi. He brings on board over 15 years of tax experience spanning different sectors of the economy and different tax specializations in Kenya as well as China.
Clive worked with Treasury prior to joining KPMG and this affords him a unique understanding of tax from the perspectives of both the taxpayers and the drafters of tax policy. It is this unique perspective of tax that makes him an invaluable asset to the board.
Joseph is a tax expert with over 10 years’ experience working in the area of tax. He is currently pursuing a doctorate in law at the University of Cape Town and holds an LLM in tax law from Boston University, School of Law as well as a law degree from the University of Nairobi. Mr. Thogo has a wealth of experience in tax having been a tax consultant under PWC in Kenya and Zambia for a period of 7 years before his appointment as a senior manager in charge of tax services by Deloitte Consulting Limited (Tanzania) in 2009.
He brings on board extensive expertise and experience in fiscal policy analysis.
Daniel Ngumy is a partner with Anjarwalla & Khanna and heads its Tax Department. With a Kenyan law diploma, a post-grad certificate in tax law from the UK, an LLM in corporate from University of London, and as a qualified CPA, Daniel is uniquely positioned to counsel on both Kenyan and offshore tax law in complex commercial context.
Prior to joining Anjarwalla and Khanna advocates, Daniel worked for PWC Kenya and KPMG Gurnsey. Daniel provides tax advice on matters affecting clients in various sectors, including banking, insurance, finance, agriculture, power, beverages, power, beverages, and construction. Daniel has extensive experience in transactional matters and has advised on a variety of due diligence exercises in a variety of debt and equity capital market transactions and acquisitions.
Being the only member practicing tax in a law firm, Daniel brings on board the advocate’s perspective of tax.
Catherine is a tax manager at Safaricom Ltd. She holds an LLM in Tax Law and International Business Law from University of London, a law degree from University of Nairobi, is a qualified CPA, CPS and advocate of the High Court of Kenya.
Catherine has over 10 years’ experience in tax gained working with PWC and Deloitte. Her expertise in the areas of VAT and customs as well as taxation of oil and gas is unparalleled. Having worked as a tax advisor as well as an in-house tax manager, she brings on board a firm grasp of the theoretical underpinnings and practical applications of tax laws in Kenya.
The STRC Secretariat
The Secretariat implements the work of the Centre and comprises the Director, the Associate Director, research associates and interns drawn from the Law School.
The secretariat comprises of the following persons:
Daisy is the Director of the Strathmore Tax Research Centre. She is currently pursuing her Doctoral studies at the University of Oxford and holds a Master of Laws (LL.M) degree in Commercial and Corporate Law from University of London as well as a Bachelor of Laws (LL.B) degree from the University of Nairobi.
Daisy is an Advocate of the High Court of Kenya with significant 9 years post-study experience. She worked in the leading litigation firm of Oraro & Company Advocates where she spent six years carrying out legal research on numerous areas of the law, including tax law. She also obtained significant experience in the preparation of briefs and submissions for consumption by the High Court of Kenya, the Court of Appeal of Kenya, the International Criminal Court, clients and decision makers in various government institutions such as the KRA, the Central Bank of Kenya and the Ministry of Finance. She has conducted numerous trials and made numerous oral arguments before the subordinate courts, tribunals as well as judges of the High Court and Court of Appeal in Kenya.
Before joining Strathmore University as full time faculty member of the Strathmore School of Law, Daisy gained practical experience in revenue law in Kenya, including litigation in the tax tribunals, while working with the leading legal and financial tax advisory firm, Viva Africa Consulting LLP.
Catherine is the Associate Director of the Strathmore Tax Research Centre. She holds a Masters in Laws in International Taxation (LLM) from New York University and a Bachelor of Laws degree from the University of Nairobi. She adds to the centre a wealth of experience having worked as a tax researcher in Netherlands at IBFD. As part of her work she was involved in the in depth tax research on tax systems of nine African countries including Kenya, Nigeria, Uganda, Tanzania, Sierra Leone, Gambia, South Sudan, Ethiopia and Liberia. Her tasks included the authorship of an in-depth tax analysis of the Kenyan income tax system as well as that of South Sudan as well as the editing of the tax surveys on the other countries. She has worked with KPMG, one of the leading tax firms in the country and has been involved in the set up and running of tax departments for two leading law firms in the country.
Catherine brings to the centre an unrivalled depth of knowledge and understanding of tax laws, policy and tax administration. Her vast experience in international tax gives her an understanding of best practices in tax administration and policy. She is as an author and editor for the IBFD in charge of research and publications covering various countries in Africa.
Edward is a Research Associate at STRC and a graduate assistant at Strathmore University. He holds an LLB degree from Strathmore University. He has a previously worked at Iseme Kamau and Maema Advocates. His passion for tax has seen him publish an article in the journal on taxation of illegal income in Kenya.
